Russia could be edging closer to a return to FIFA competition after the football governing body confirmed that all 211 clubs have been invited to the FIFA Under-15 World Cup and Festival in Azerbaijan later this year. The move is a clear sign that FIFA is reuniting Russian teams more than four years after the country’s expulsion from Ukraine in February 2022.While Russia’s senior men’s and women’s teams were also banned from FIFA and UEFA competitions, FIFA president Gianni Infantino said the governing body was planning to reconsider the ban, saying the isolation had failed to achieve its goals.
Why was Russia banned from international football?
FIFA and UEFA jointly suspended all Russian teams and clubs from official competitions in February 2022 following Russia’s invasion of Ukraine.The decision led to Russia’s exclusion from the 2022 FIFA World Cup play-offs and has since prevented the country from participating in major international competitions, including UEFA Euro 2024, the UEFA Nations League and the 2026 FIFA World Cup qualifiers in the United States, Canada and Mexico.The ban also extended to the main sides, with Russia’s youth and women’s teams missing from FIFA and UEFA competitions. Russian clubs were also excluded from continental competitions.Despite the sanctions, Russia’s FIFA membership has never been suspended, meaning the country has remained one of FIFA’s 211 member organizations throughout.In the last four years, Russia has continued to engage with other countries, especially with countries outside of Europe, including Trinidad and Tobago and Burkina Faso in the latest international window.
FIFA invites all member associations to the new Under-15 tournament
The first important step in Russia’s comeback could come in October when FIFA will host the World Cup and World Under-15 Festival in Azerbaijan between October 22 and October 31.In announcing the competition, FIFA confirmed that every member of the organization is invited.The first edition will be open to boys’ teams from all FIFA associations, the second edition in 2027 will have only girls’ teams,” said FIFA.“From 2028 onwards, all member associations will be invited to participate with their U-15 boys and girls teams in two separate competitions.”Although FIFA did not name Russia in its announcement, reports from Reuters, DPA International and other outlets indicate that Russia and Belarus are included among those invited.If confirmed, it would be the first time since 2022 that a Russian team will compete in a tournament organized by FIFA.The move follows a gradual attempt by FIFA to reform youth football. The governing body had previously lifted the ban on Russia’s under-17 boys’ and girls’ teams, although the sides were excluded from UEFA and FIFA’s youth competitions after several European football federations, including Ukraine and England, continued to boycott games involving Russian teams.
Infantino wants Russia to return to international football
Earlier this year, FIFA president Gianni Infantino publicly admitted that the organization was planning to review the Russian ban.“We have to, because this ban has achieved nothing, it has only created frustration and hatred,” Infantino said.“Having girls and boys from Russia who can play football in other parts of Europe will help.”His comments represent a strong indication yet that FIFA is looking at ways to gradually restore Russia’s involvement, starting with youth football before discussing the future of the country’s top teams.
Russia welcomes FIFA’s latest decision
Russian Sports Minister Mikhail Degtyarev welcomed FIFA’s invitation to the Under 15 tournament, describing it as an important step after more than four years.“We welcome FIFA’s decision to allow the Russian national team to participate in the World Cup and the FIFA U-15 Festival, which will be held in Azerbaijan in October 2026,” he wrote on TV.“This is an important step in bringing Russian teams back to the international game.”For Russia, the invitation represents the country’s first return to a FIFA event since the senior men’s World Cup in 2018.
The seniors’ return is uncertain
Despite their success, Russia’s top teams have been banned indefinitely from FIFA and UEFA competitions.No plan has been announced to lift the sanctions, and Russia would be banned from international football as the conflict in Ukraine continues.The invitation to Azerbaijan therefore represents a partial return through youth football instead of a complete restoration.
